Sometimes bugs just get missed like this is probably setup sensitive stuff.

As for testing ddcutil 2.2.0, I downloaded the copr package, reboot the system

I have now installed `power-profiles-daemon'. This gets me a new
widget for setting monitor brightness in my task bar, and if I use
that one to set the brightness, the problem goes away.

brightness on power off (which some do!), you really want KWin to ignore what
it says.
