Thank you for following up on my request for help. I did finally get DigiKam to
created a collection and thereby an album. But from there on I could not get
DigiKam to do what I wanted.

You don't have to import any images. You must have an empty folder or a image
folder on your computer. Such a folder is an album for digikam. You have to set
this up under digiKam-> Settings-> Collection. DigiKam us

Can not do. I configured two cameras but digiKam will not import because
"camera-behavior" there is no album and it will not let me create one.

In Setup/camera/behavior, did you enable a default album to download ?
Import from camera or local device use the same interface.

digiKam will not let me add images from my computer's hard drive or directly
from a camera because I do not have a target album. But, I can not add an
album. Which brings me back to my original question.
