I recall some discussion about porting those tools to OpenJUMP, but I
don't recall the decision. It should be fairly easy to port over with
only internationalization changes.

There is a GML reader inside Geotool (an opensource GIS toolkit that
geoserver and udig are based on). You could use that to read your GML
