I went ahead and in the $JENKINS_HOME/plugins folder created empty files to
pin the 3 bundled plugins with updates called:
- subversion.jpi.pinned
- cvs.jpi.pinned
- translation.jpi

yes it seems it has been an issue for a while but why are not more people
asking about and investigating this? Perhaps you and I are one of the few
with this particular OCD... :-)

I have the exact same problem. I choose the said three plugins and
click on Download now and install after restart. I've restarted
Jenkins manually, nothing seems to work.
I can still install new plugins. The Log is quite empty.
Are more people have this issue?
