Here is the link previously noted that is related to this issue. https://issues.jenkins-ci.org/browse/JENKINS-13129 I went ahead and in the $JENKINS_HOME/plugins folder created empty files to pin the 3 bundled plugins with updates called: - subversion.jpi.pinned - cvs.jpi.pinned - translation.jpi
