Are you able to resolve this issue or it's considered as expected behavior?

We have an SVN polling job that gets disabled roughly weekly by
"anonymous". This is despite the fact that anonymous users do not have edit
permissions on jobs. The disable time corresponds with the polling
schedule, which leads me to believe our issue is related to this old post:
