Dear all,
In our project we need to make use of ftp_raw to talk to a Hylafax
server using non standard FTP commands.
This can be done easily with the ftp_raw() function, but we are
constrained by our web hosting in having the PHP 4.3 branch.

As a PHP user I'm sadly confronted daily with PHP's lack of proper
Unicode support. PHP is rapidly falling behind the competition... as far
as I know, Perl, Python, VBScript, Ruby all have good Unicode
implementations. That PHP still doesn't have that after so many years

We contacted the project manager of Summer of Code to understand why PHP
wasn't in the list (nor contacted). We got a pretty lame answer saying that
it's too late now and we should wait for next year.
