When I first went to the page, I saw a short list of selected groups, but I totally missed that they were opening it up to other organizations to apply. By the time I returned and realized, they had closed the window. (One day seems short. I bet they were flooded with requests.) You think they could extend the window for applications installed on > 20,00,000 domains or something similar.
