Don't know if it is a horde issue is more likely to be an ssl issue. In IE
advanced settings try turning off the SSL 2.0 tick box and see if that makes
things any better. I have seen this flag cause problems before.

I'm on Linux and the
roblem. It is not an authentication problem; I
have tested this by putting dummy credentials in and get an auth error
message.
Could anybody suggest where to look. Perhaps the location of Horde 3.1's
logfiles would be a good place but where are they?
