We operate on an as needed basis but try to ensure we also IPL at least once
each quarter to ensure training and no surprises. This isn't a fixed schedule.

No.
I know huge installations with GDPS and they IPL each system weekly.

To implement a PUT or individual PTF if you are encountering a mentioned

I'm trying to do IMS calls using AIBTDLI. I successfully LOAD AIBTDLI.
My STEPLIB points to my load library and the IMS RESLIB.
DFSRESLB points to the IMS RESLIB.
Then I try issuing an IMS call (CIMS INIT or APSB) and the call fails S0C4.
The abend occurs in DFSLI000 near the beginning of the modul
For what it’s worth I see IPLs in two places in SMF:
* SMF 70-1 has an IPL time field.
* SMF 30 Reader Start Time for Master Scheduler Address Space is close
enough.
This might be useful to someone in assessing their estate.

That works fine until 2/3 of the company doesn't read the change request list
and I still get in trouble for the system not being available. Just IPLing
once a month whether needed or not is less of a headache for me in the long
run.

we needed to IPL for an upgrade or PTF install, the system got IPLed spring and
fall at time change - namely because we had application software that couldn't
handle the time change. My current job we IPL

Very much it depends. Typically most IPLs are to roll service into production
after testing on test and QA LPARs, but there are also just in case IPLS.
Some shops use a rolling IPL strategy within a sysplex, shifting workloads to
minimize impact.
Bottom line: it's as much a management issue as
I know of one terminal emulator that turns off blinking by default. In
that one you have to click the Display tab in the Options window to
enable it.

To add to the previous comments, it would not be unusual for an organization
with an IBM Z Cyber Vault environment to IPL in that environment every hour,
round the clock. That's 8,760 IPLs per year (more in leap years) just in one
LPAR. Naturally those IPLs are automated.
