They have the wrong category assigned.
If I use the alter command in the ISMF MOUNTABLE TAPE VOLUME LIST panel, the
volume is assigned the correct category.

You may use CBRSPLCS program to change volume category.
The CBRSPLCS source program is in SYS1.SAMPLIB with member name CBRSPLCS.
You have to Assemble and Linkedit to generate load module of CBRSPLCS.
If you are using DFSMSrmm, EDGSPLCS RMM utility can be used same as
CBRSPLCS.
