I've been there before with management on issues similar, but like any
child - they'll quickly move on, oh look a squirrel' and this will give
you time to get automation setup correctly and you can test with a lower
threshold and provide the results to them if they ask, IF THEY ASK :)

Yes, a JES2 cold start with newly defined/allocated spool and checkpoint
datasets will be needed. Have you looked into setting default estimates in
JES2PARM, bytes, lines, pages, with OPT=1 to cancel jobs that exceed your
limits?

and others such as IBM 2421 SKLM's, and I believe I've always had to
format my USB as FAT32 on Windows.

I don't recall the specifics but in Z/os you can define the OSA's and
ports, and depending on the OSA-Express card you have, some have 4 ports
per card, some have only 2, and if IIRC, on a z15 one for one, but you
can share across LPARS defined in your IOGEN, and use a device /
interface stat

Are you trying to share an OSA link with multiple LPARs?
Are you trying to have multi OSA links for a single LPARs use like through a
VIPA?
