Not my area of expertise. However, I came across the following in a TKE presentation.
Format your IBM supported USB memory for Trusted Key Entry data (TKE Data). This suggests that it's some special format and can only be done on a TKE itself. It seems for some reason you are trying to load or refresh the TKE code yourself. Not sure you can do this without IBM CE.
