I notice that the yum_rpm method has different regex strings than the yum
method in cfengine_stdlib.cf.
Have you tried setting package_method

Yes, that's pretty much exactly what we found. Yum will install the
version you request if you include it in the command line

YUM does have its quirks, but I think it should work. If I already have a
software package installed I get inconsistent responses from YUM

it is Yum's behaviour, AFAIK. To be completely sure, you can try
running yum manually and compare results.
