I just noticed that the hashing code in 2.1.21 matched the code that you
patched in 2.2.x so I assume the bug is still there. I haven't actually
tried to reproduce the effects though.

I'm not intimately familiar with the cfengine source code, but would it
be more appropriate to modify the hashing function rather than catch the
case of a zero-hash and return a "not found"?
