want to use the smartcard to initialize gpg on a different
computer:
- plug in smartcard
- fetch the public keys from keyserver
- validate the public keys with the keys on smartcard
- add the stubs for the smartcard keys to my keychain
Is there a tool like this?

Well, if you have a authentication subkey on your card you could use that

Your gpg-agent would then act as ssh-agent.
That might be a better way to handl
--list-keys
gpg --list-secret-keys
or just list the one single key and its subkeys.

There is also the OpenPGP card. IIRC the firmware is also available.
Yubikey does not publish the key firmware but they have an independent
auditing process in place IIRC.
