'access' failed suggests that the binary may not be set to executable
(at least not for the user running 'make check'). Also, did you actually
run 'make install' before 'make check' and does the binary exist in the
location given in the error message? This is exactly the place where I'd
expect

I'm trying to package version 0.20.0 for Alpine Linux.
53 of 55 tests are successful, one is skipped and another fails. The
test for test_resolver_api.nc is failing on my system saying something
like

Still, writing both the email AND the news post is tedious, so it would
be nice to only write it once, from a template, and then generate both.
Or generate one out of the other, without having to actually send HTML

I actually don't think this release is that big a deal. 0.21.0 is
expected to finally integrate TNG, which will deserve a bigger
announcement (assuming that we're sure enough it works well ;-)).
0.20.0 is more incremental small improvements, and many mostly for GNU
Taler 0.9.3.
