I can scroll fully up and down with the scroll wheel on the scroll bar, and
also when placed inside the body of all the registers.

Not sure what you mean by ‘very full’ as there is no such thing as far as I am
aware. But if the account has only a handful of transactions in it, then
certainly, the scroll bar won’t be very long/tall.

I just opened my GnuCash, opened a register, put the cursor in the
description field of a transaction, and then pressed the up arrow.
Also what do you see if, from that page, you select View > Filter By >
Date and View > Filter By > Status?

Are you viewing a specific account register or the General Journal?
If the Journal, can you see earlier transactions when viewing a specific
account register?
