Not sure what you mean by ‘very full’ as there is no such thing as far as I am aware. But if the account has only a handful of transactions in it, then certainly, the scroll bar won’t be very long/tall.
If the bug already has been filed, then when it is fixed, you’ll see it listed in the release notes here on the list. (also posted to the website I believe) If the bug has not been filed, then you’d need to file one or it will likely never get fixed. Goto bugzilla.gnucash.org, sign up for an account, and file the bug so the devs know there is a potential problem.
