Cannot specify compile definitions for imported target "PkgConfig::GTK3". I compiled just fine on Ubuntu 22.10.  Your problem may be older versions of GLIB2 and GTK3 (which might be GTK2 on 18.04). The newer versions needed for those modules may not be compatible with 18.04.
