project we got granted by Kegums local municipality and EU. Project is
promoted as a "success story" how to spend taxpayers money worthy in
upcoming "FOSS in Latvia local governments" conference ;-)

The win32 build is now fixed with respect to the documentation again.
This means there is no outstanding issue that prevents us from the
2.4.0 release.
Thus, I propose to plan this 2.4.0 release ASAP. This weekend? Next weekend?
