4.0.1 release of ekiga is due soon, perhaps on Wendnesday. The v4_0
branch, which is used for this release, has been and will be string freeze.

I think it will influence GNU-related software only. You can also write
a .bat script to run specific program with altered environment

Don't know, I never use Windows ;) In Linux you would set the environment
variable LANG=fi.
