I do not know if it works in your case, but to force GIMP to use
Norwegian nynorsk ('nn') in Windows I wrote in Notepad++ or similar program:
SET LANG=nn
START gimp-2.6.exe
and saved it as 'gimp-nn.bat' in the same folder as the gimp-2.6.exe
file. Made a short cut on Windows front page.
