I couldn't find proper bugzilla component, so I'm reporting it here.
I just pushed a partial Arabic translation for testing, and (quit
expected :) the translated pages are still LTR.
I see few rtl_* css files in the repository but I'm not sure if they are
used at all, and if they are what seeting

That is just something in gnome3-web module. I think you can just edit
index.html...

Spanish is also fixed, unless accessibility devel guide. There is pending
review I'll do as soon as possible.
I agree with Gil Forcada. It's a very great tool, and It would be nice if it
was integrated in D-L.
