The brush selector has brushes of different sizes. In the brush
options, click on the brush icon. It hides the selector. It wasn't
obvious to me, either.

Gimp 1.2 has a preference setting (file>preferences; tool options>use
global paint option
It seems like you could adjust the opacity slider on the Layer Dialog
(with the appropriate layer selected) and it would have the same
affect.
