We can enter simplify_plus_minus with integer vector mode operands
and thus we shouldn't use constm1_rtx when canonicalizing ~a but
CONSTM1_RTX (mode).

Right. But we don't do any layout in templates, so it should be ok to
do different things for template and non-template cases

also essential to 4.6 branch.
