Thanks to Konrad Trifunovic from INRIA Saclay we have determined
that it's the power supply of gcc17 that has failed. I asked Konrad to
swap gcc16 and gcc17 power supply so gcc17 is now online and gcc16
offline.
This will allow people to get their data out of gcc17.

gcc17 is now up and running again and local admins
gave me the UPS configuration so I should be able

IMH experience, if there isn't the slightest indication in the logs of
what went wrong, it is a power failure.
