I've got no troubles building today's SVN snapshot.
I don't know exactly how GCC's Makefile infrastructure is working, but
maybe libiberty/Makefile.in:

Note that this was built with unpatched FSF sources and is configured with:
../gcc-$version/configure \
--with-pkgversion="WinAVR $release" \
--with-bugurl="URL:http://sourceforge.net/tracker/?atid=52
