I've got no troubles building today's SVN snapshot.

I don't know exactly how GCC's Makefile infrastructure is working, but
maybe libiberty/Makefile.in:

TEXISRC = \
        $(srcdir)/libiberty.texi \
        $(srcdir)/copying-lib.texi \
        $(srcdir)/obstacks.texi \
        $(srcdir)/functions.texi

should get at-file.texi added so it will be included in the distribution
tarballs?
