Not consistently, however. libjava/ChangeLog-1999 has entries from 1998,
libjava/Change

I propose switching the ChangeLogs to use year-based names rather than
numeric indexes.
Specifically, I propose adding these files:
ChangeLog-1997: from last part of ChangeLog.0
ChangeLog-1998: from first part of Ch
