Aside from outside sighted individuals who might just want to use it, I'd

A few things come to mind. If yo're infantry is set to roming, it should find
another city on that land mass, and you'd be able to start producing something
else at that point. If not, I'd just put your infantry to sleep and wait for a
transporter to be created.
