Which OS/version are you using? It works for me on Red Hat 9,
RHEL4 (with a bit of tweaking), and FreeBSD 6.1. I haven't
tried it on FreeBSD

Dunno about StartIconic, but some apps (e.g. xterm) will accept
a -iconic switch on the command line to start iconified.
