I use fvwm3 from Devuan stable distribution, mailer Sylpheed and sometimes I
am facing messed window titles in my environment. Some non-ascii characters
initiate garbage in title, but sometimes title is perfect including UTF-8
emotikons. I cannot determine rules why.

And just a note: Debian stable IMO has fvwm3 as a package so it is not
neccessary to build it manually.

nobody can help you with this bug? I know this one, it affects me in my
everyday work. You are a developer so maybe you can be this happy man who will
find this bug and send fix to developers of fvwm. If you will not be able to
fix it, you can send to developers some hints where
