Just for the record, I end up in the same loop (Unable to find
installation packages) when I do the same steps with the Live CD version
of 1.3RC3 and select "install to harddisk".

Yes. Use a disk manager. It will install a tiny overlay before the OS
boots and that will allow you to use arbitrarily-large disks without
problems
