Ok, I lied. disabling ACPI didn't fix the problem at all. However it
doesn't look like this problem manifests itself until a minute or so
after boot-up (hence my confusion).
Any ideas?

irq1: atkbd0
FYI - disabling ACPI mitigates the problem, however it is undesirable.
I've seen this same behaviour since 5.2-RELEASE, I'm honestly quite
surprised it hasn't been fixed.

Does turning off USB and/or changing the BIOS option to assign an IRQ to the USB
controller help?
