You're right. I removed /usr/src/ completely and checked out a fresh copy of
the repo. Now the build works as it always did.

After more testing:
If I kldload cpuctl and run i7z it does appear frequency scaling is working for
some default scaling setup (hover around 1200MHz-2000MHz but scale up to 5GHz
under load).

I'm not sure it makes sense to compute length() on UTF-8 strings as unicode
codepoints. POSIX awk is somewhat clear that you're correct:

Disable powerd and the system should turboboost just fine. powerd is
functionally obsolescent / broken.
The "3601/xxx" frequency level is "3.6GHz base clock + turboboost."

By the way, /var/db/pkg/local.sqlite has a table named pkg_lock.
If another process is using "BEGIN", will that table be unreachable?
sqlite3 locks all tables in the file, doesn't it?
