Customer has verified that her testing methodology for hard reboots was flawed.
I have disabled ipnat state save by adding ipfs_flags="-Sv" to /etc/rc.conf.

I have tried to reproduce the customer's report concerning hard booting. I
don't find that it makes any difference whether the reboot is hard or soft.
I wonder if this problem is related to ipfs
