U can use without macro
Just select the range and press ctl+G of press F5 function key .
Then click to blank cell and use Alt+E+D select the row and delete it

I think in the first loop Actions are merged cells and firms are not
merged. In the second one it is the other way round so you are probably
counting firms between actions rather than actions between firms.
