For demonstration I wrote endless lines.
If you mark the endless line or lines and after that switch from "Normal" to
"Performatted" (perhaps it already shows "Performatted") and back to "Normal",
the line will get wrapped.
Take a look at the selection box left beside the "Plain Text/HTML
I used Evolution version 3.12.3 on a 64-bit Arch Linux distro.
I have the same problem. I did my best to find a solution on Google, and
good descriptions are around as early as 2008:

I think that I have solved the issue. And indeed, it was my signature.
In my signature, I had included a horizontal line with a width of 100%.
I have now set this to 500 pixels, which seems to take care of my
problem.

I think in plain-text mails it is a hard-warp, while in the html-wrap
