Face header support is implemented as a plugin for the sending part and
as core-code for the decoding and displaying part.
Face not getting decoded and displayed even if there is no photo
associated with the contact is a bug ( #481235 ) and I've just now fixed
it.

It's in the "mail preference" section, in the "headers" tab. It's called
something like "display photo from sender" (liberally translated from
french). When it's set

Face: header. I think that behavior is wrong
