Face header support is implemented as a plugin for the sending part and as core-code for the decoding and displaying part.
Face not getting decoded and displayed even if there is no photo associated with the contact is a bug ( #481235 ) and I've just now fixed it. http://svn.gnome.org/viewcvs/evolution?view=revision&revision=34333 The enhancement to "Add photo for sender" is not implemented yet. The entire Face thing was my free-time hack and thanks for your bug-reports.
