In the introduction (Section 1 and and 1.3) the phrase "catch-22" is
used twice.
I needed to look up the phrase to know what it meant. I'm sure that I am
not the only one who does not know the meaning of this phrase, so I
suggest the authors reword this so it is clear to everyone wh

Looks like Microsoft is planning to stick with SHA-1 for PEAP 1.3 [PEAP-PRF]. I
think that is the wrong choice. NIST recently stated that they plan to
deprecate and eventually disallow _all_ uses of SH
