Oops. I am very sorry for wasting your guys' time. I now found the problem: the
test org file somehow contains a line somewhere (I guess it was automatically
generated by org-mode when I first created the file) that overwrites html-
postamble to be auto.
that would be extra steps and would potentially change the bullet
style. does anybody find it useful to stop the list? if so, i won't
pursue this. :)

It depends.
You cannot comment an item, as it will effectively close list, per
indentation rule. However, you can comment a region within an item
without breaking anything:
