GIMP has introduced HiDPI support a while back and provides Icon Theme
in the settings.
I have a 4K display set to 2x scaling.
GIMP starts by default with tiny icons (Guess icon size from resolution
in Preferences).
If I change this to "Use icon size from the theme" - the i
