i did another experiment:
i set amdgpu.dc=1 and left amdgpu.msi and amdgpu.audio unchanged and
installed the new firmware (180119-2).
result:
i still get this slowness error during second thaw:

both kernels (4.15.2-2-MANJARO (60Hz vert freq) and 4.14.16-1-MANJARO (40Hz
vert freq)) work fine,
