Hi Ben,
The QOS section specifies a way to do the Rate-limiting during the
initialization phase.
Is there a way that I can do QOS dynamically after setting the interfaces to
bridges before hand?

My topology is something like this,

My objective is basically , host1 is constantly sending packets and host2 has
to only receive half of the packets.
