A virtual NIC does not have a well-defined speed. 6 Gbps between VMs on
the same host is reasonable.
I don't know why iperf and netpipe would report difference results.

Just for the record, my problem wasn't related to Open vSwitch or Libvirt,
the problem is only with virt-manager itself.
