I received some responses from a list member, off-list. Unfortunately, none
of the things tried, succeeded in bringing up Bluetooth at login. I thank
him for replying and for the suggestions.
This morning, I was looking in the openSUSE repository and found a package
'bluez-auto-enable-devices'.
Removed the comma at the end, the link now works.

Upon upgrading KDE Plasma from 5 to 6 on openSUSE, Bluetooth (BT) mostly
fails to be enabled upon login. Under Plasma 5, Bluetooth came up enabled
at each login.
It was suggested to remove the 'bluedevilglobalrc' file from ~/.config, as
this fixed a similar issue for someone else using Plasma 5,
