Not sure what you mean by border color, and currently, nothing in Dia can be transparent; you cannot see through whatever you are talking about - there may be a background that can be on or off. The text box has a background that can be turned on and off, and its color changed - see the text

Hi, You will like this. Get the Electric palette and bring out a "Connection point". Place it where you want relative to the text. Drag a box over them both and hit ctrl-G (for group). You can connect the line to the connection point. You can copy and paste the group to reproduce
