This bug was discovered yesterday and fixed in the 2.25 build yesterday night.
Can you get the latest 2.25 and try again?
The "Program rule management" is the authority that is needed for all program
rule updates.

Hi all,
We have some users in our platform at those that don't have the ALL
authority are not able to create new program rules. We are using dhis2
2.25, the user can clic in the add new program rule button, add the name
and description, add the expression and actions but when the user finalize
