Not sure if I would recommend upgrading to 11.04 which is almost out of service life. 12.04LTS edition will be supported till beyond 2017 so that is what you need to have your eye on. It has been announced that 9.1 will be packaged with that. If you want to do an unofficial upgrade to postgres 9

I've succeeded in restoring postgres 8.4 from 9.0 a couple of times but I can see there is indeed a syntax incompatibility here. Moving to 9.1 on Ubuntu 10.04LTS is not really my recommended option as 9.1 is not in the standard repositories. Which is why I have been advising people to stick with

I do not think this is an issue with DHIS2, but an issue restoring from Postgres 9.1 to Postgres 8.4. Postgres is normally quite sensitive about backwards restores, i.e. from 9.1 to 8.4. Going from 8.4 to 9.1 should not be a problem but the other way around may present issues, which I think is the
